Jeffery S. Marks, Executive Vice President

Jeffrey S. Marks is a co-founder and principal of Padoma Wind Power, LLC, a wind energy consulting and development company established in July 2001. Mr. Marks serves as Padoma's Executive Vice President.

Prior to the establishment of Padoma, Mr. Marks was employed with SeaWest WindPower, Inc. from 1987 to 2001, where for the last several years he served as the Executive Vice President of Development, responsible for project development, new business development and project finance. During his tenure as EVP at Padoma (and prior to that at SeaWest) Mr. Marks created a world-class development and project finance organization that was responsible for the successful development and financing of 25 wind energy projects totaling approximately 900 megawatts. In his role as the head of business development, Mr. Marks has been responsible for creating a domestic backlog of over 700 megawatts of development contracts, and in cooperation with Padoma's joint venture partners an additional 3,000 megawatts (including those created during his prior tenure at SeaWest) of development assets. Mr. Marks has extensive international experience in Europe, South America, Canada and Asia, and has played a key role in the development of four wind energy projects in the U.K. and the approval by the Autonomous Community of Galicia of a 500-megawatt industrial program for wind energy development.

Prior to joining SeaWest, Mr. Marks worked for the accounting firm of Laventhol and Horwath as a financial analyst conducting economic feasibility studies of real estate development opportunities. Mr. Marks was also employed at Hewlett Packard for four years as an economic analyst and a strategic financial planner.

Mr. Marks holds a Master of Business Administration degree, with an emphasis in Finance and Real Estate, from the University of California, Berkeley, Masters of Science degrees in both Mathematics and Economics from the University of California, San Diego, and Bachelor of Science degrees in Mathematics and Economics from the University of California, Riverside.
